Off Season Waiver Wire Pick Ups

So Season is done, Super Bowl has been won and Rookie Draft has taken place so what is next:

Teams controlled by human owners with the 4 worst overall records will get to pick up 2 players from Free Agent pool before anyone else gets a chance. (To be made the night of the rookie draft, if you miss the rookie draft you miss out on the opportunity)

Teams controlled by human owners with the next 4 worst overall records will get to pick up 2 players from Free Agent pool before the rest of the league gets a chance. (To be made the night of the rookie draft, if you miss the rookie draft you miss out on the opportunity)

These spots do NOT move up the order (the bottom 4 teams are the bottom 4)

Then I will open up the Free Agent pool for the entire league.
Players that violate this rule:

1- Lose the player(s) from your roster
2- Be penalized up to 3 players for up to 3 games
3- Have your games simulated up to 3 games
4- Any combination of the above
5- All the way up to removal from league (extreme cases only)
